Optional federation between non-competing winners.

Auction winners may optionally federate selected workloads with other auction winners that do not compete in any market. The non-competition test is enforced by counsel at federation time; winners in the same competitive market cannot federate.

Each consumer's effective prediction space contracts to match their observed usage. Inference runs against a dramatically reduced surface for the vast majority of queries. Tail queries fall back to full coverage at standard cost — no quality degradation.
